OCAPICA Housing Support for Cal Optima Members
OCAPICA provides one-on-one housing support for all eligible CalOptima members in Orange County. If interested in any of the services listed below, please complete the referral form at the bottom of this page.
Housing Support Services Eligibility
Housing Support services are open to CalOptima Members (members on PACE network ineligible for services) who are:
- Currently experiencing homelessness OR at risk of homelessness (living in overcrowded housing, living couch to couch, etc.) AND
- Clinical Risk Factor Requirement. Must have one or more of the following qualifying clinical risk factors:
- Meets the access criteria for Medi-Cal Specialty Mental Health Services (SMHS);
- Meets the access criteria for Drug Medi-Cal (DMC) or Drug Medi-Cal Organized Delivery System (DMC-ODS);
- One or more serious chronic physical health conditions;
- One or more physical, intellectual, or developmental disabilities; or
- Individuals who are pregnant up through 12-months postpartum.
- Willing to co-create a comprehensive Housing Plan with the guidance of OCAPICA staff, to maintain permanent, stable housing
Housing Deposit Services
Housing Deposits assist with identifying, coordinating, securing, or funding one-time services and modifications necessary to enable a person to establish a basic household, with a lifetime maximum of $5,000.

- Application fees to cover the cost of lease applications.
- Security deposits required to obtain a lease on an apartment or home.
- Set-up fees/deposits for utilities or service access and one-month payment in utility areas.
- First month coverage of utilities, including but not limited to telephone, gas, electricity, heating and water.
Tenancy Services
Housing Tenancy and Sustaining Services help a Member maintain safe and stable tenancy once housing is secured. Tenancy services include:
- Providing early identification and assistance for circumstances that may jeopardize housing, such as late rental payments and other lease violations.
- Providing education and training on the role, rights and responsibilities of the tenant and landlord.
- Providing education for the Member about Fair Housing and anti-discrimination practices, including making requests for necessary reasonable accommodation if necessary.
- Coaching on developing and maintaining key relationships with landlords/property managers and/or neighbors.
- Coordinating with the landlord to address identified issues that could impact housing stability.
- Providing independent living and life skills including assistance with and training on budgeting, including financial literacy and connection to community resources.
