The RISE program at OCAPICA aims to reduce rates of homelessness in the cities of Garden Grove and Irvine through the Homelessness Prevention program. This program utilizes funds through the United States Department of Housing, Urban Development's Emergency Solutions Grant (ESG-CV2), OCAPICA, as well as many other non-profits in the cities of Garden Grove and Irvine to assist residents who are either currently experiencing homelessness or are at-risk of homelessness.
Participants will receive one-on-one case management, referrals to other community resources to further assist with financial stability, financial counseling, and other various services if eligible such as rental and utility assistance. To Qualify for Homelessness Prevention
For participants to qualify for Homelessness Prevention, residents must be at-risk for homelessness which can include:
At-risk for eviction or received notice they will have to move out within 21 days

Living in the home of another person due to economic hardship (extended family/friends)

Residents must meet the low-income requirement for their household size as determined by OCAPICA staff at intake and show proof of residency for the city for the program in which they are applying (Garden Grove or Irvine). As the RISE program is funded through COVID-19 related funds, residents must also prove that their current situation has either been caused or further worsened by a COVID-19 related cause such as termination or reduced hours in their workplace due to COVID-19 related closures, a household member contracting COVID-19, or any other COVID-19 related circumstances as applicable.
